VFS Global has completed the acquisition of a majority stake in CiX Citizen Experience, a Brazilian leader in digital and physical citizen services. This strategic move supports VFS Global’s broader aim of deepening its footprint in Latin America while expanding its capabilities in public service delivery across global markets.
CiX Citizen Experience, founded in 2008, has pioneered citizen-focused public services across Brazil, operating more than 250 service centres and delivering over 200 service types to local governments. It has served more than 150 million citizens, issued 30 million identity cards, and processed 20 million driver’s licences across key regions such as São Paulo, Rio de Janeiro, Minas Gerais, and Ceará.
The acquisition positions VFS Global to harness CiX’s local expertise and digital platforms alongside its own extensive international operations. The combined capabilities will focus on integrating AI and data-driven tools to transform service delivery and improve citizen engagement and satisfaction.
Sergio Rodrigues, CEO of CiX Citizen Experience, said, “Partnering with VFS Global will supercharge our growth. With access to their capital, technology, talent, and global reach, we can rapidly expand across Latin America, and beyond. Our goal is to simplify citizens’ lives with a combination of physical and digital solutions that also bring agility, and savings for governments worldwide.”
Zubin Karkaria, Founder and CEO of VFS Global, commented, “This acquisition is strategically important and value-accretive for both organisations. It provides a launchpad for CiX’s next phase of growth to become a global powerhouse. Our collaboration will transform citizen services worldwide, driving efficiency and inclusivity while enhancing quality of life and trust in government systems.”
VFS Global has acquired a majority stake in Brazil-based CiX Citizen Experience, aiming to scale public service innovation across Latin America and globally. The partnership will create a centre of excellence in Brazil, combining CiX’s citizen service expertise with VFS Global’s technology and reach. Both companies commit to AI-driven, efficient service delivery that enhances quality of life.
The acquisition holds strategic relevance for the travel industry and its stakeholders, as it strengthens the digital public service infrastructure that underpins secure cross-border mobility. By enhancing VFS Global’s capabilities in tech-enabled citizen services, it supports the broader travel ecosystem—especially in areas like digital identity verification and visa processing. The establishment of a centre of excellence through CiX in Brazil further expands this global footprint. Additionally, the potential to collaborate with UIDAI opens up opportunities to co-develop Aadhaar-based services that can simplify and secure outbound travel for Indian residents.
This is a huge win for VFS Global
